The government of the State of Qatar has an easy-to-follow procedure for how to Request for Preliminary Inspection of a Nursery Building in Qatar. With this useful service, any nursery licensee will be able to submit a request to the Ministry of Administrative Labor, Development, and Social Affairs (MADLSA). This request will be for the preliminary inspection of a nursery building, which will be in accordance with the rules and regulations of Law No. (1) of 2014.
For the purpose of regulating the activities of nurseries, this request should be done before the execution of the lease contract. In order to do so online, simply download the application form once you visit the service information page. You can access this after selecting the “Family Affairs Department” menu. You can reach this page in the “E-Services & E-Forms” section. Afterward, just make sure that you properly fill out the application form with all of the necessary information, and send it through the email address FD@ADLSA.gov.qa. You may also pay a visit to the Service Location at the Family Affairs Department in Al Huda Tower.
It’s important to note that the lease contract must only be executed once the initial approval of the building has already been obtained from the Family Affairs Department.
Moreover, it’s also a good idea to familiarize one’s self with the provisions of the law. For instance, when it comes to the licensing of nurseries, no one will be permitted to establish, manage or revise the location of a nursery unless they obtain the relevant licenses as needed. Furthermore, any applicant for the nursery must be at least 21 years of age and be of a good reputation and good conduct. In line with this, the applicant should be free from any conviction of a crime that specifically involves dishonesty or any kind of breach of trust. There will also be a requirement of a One Hundred Thousand Qatari Riyals (QR100,000) deposit with the Ministry.
Once the applicant submits the necessary application, the following will be enacted as quoted from the law:
“The Department shall decide on the foregoing application, within thirty (30) days from the date of submission, and notify the concerned applicant of its decision, at his place of residence or business centre via a registered letter, or in any way indicating knowledge of the decision. In case of rejection of such application, the decision shall be reasoned. The elapse of the aforementioned period without a response shall be deemed an implicit rejection of the application.”
When this happens, any applicant can appeal to the Minister if rejected. This can be done within ten days of the decision made, after which, the Minister will make a decision on the appeal within 30 days from the submission of the appeal. When the license is obtained, this will be valid for a full year and can be renewable.
