How to Register Supplier Tenders with the Communications Regulatory Authority

Business suppliers have the option to participate in various online discussions and expand their business opportunities in the marketplace via the Communications Regulatory Authority (CRA) tenders. Suppliers can register to bid upon invitation. With this registration, suppliers can download tender documents as well as upload their proposals for an increased chance and to improve communications on clarifications with buyers.

To register offline, suppliers simply need to download the application form and fill up all of the information needed. It should be submitted to the CRA with accurate and complete data. Attach all of the pertinent paperwork. Required documents include copies of the following:

  • Your company profile
  • Proof of authorized signatory
  • Commercial Registration Document
  • Tax Card
  • Valid Tax Clearance Certificate
  • Qatar Chamber of Commerce Membership Certificate
  • Client List
  • If available, the Catalog/ Brochure of the company, the Certificate of Dealership, the Import License Number, as well as any Intellectual Properties (including but not limited to trademark, patent, copyright, design, and so on)

For the purpose of authentication, all of the original documents must also be brought upon submission in case there is a need to verify the authenticity of the copies. The CRA can accept submissions from 7:00 AM – 2:00 PM.

To make sure that procurement requests and projects management are both executed as orderly as possible, for instance, the Ministry of Transport and Communications has established clear and transparent processes for tenders. These rules make for an orderly system when it comes to bidding for suppliers. This is according to the following provisions:

  • Emiri Decree No. 8 of 2016 which establishes the organizational structure
  • Law No. 26 of 2005 which promulgates the Tenders and Bids
  • Council of Minister’s Decision No. 22 of 2016 which issues the Executive Regulations of Law No. 24 of 2015 on Regulation of Tenders and Auctions

Should any company wish to do business with the ministries, they should strictly follow processes indicated in the regulations on tenders and bids. Companies may also consult the Tendering Committee to submit their proposals.

Another source would be QatarTenders, which provides project information on various full project reports, scope of work, bidders, consultants, as well as contractors for tenders and projects alerts.

Examples of agencies that post invitations to bid include Public Works Authority “Ashghal”, the Civil Aviation Authority, the New Hamad Port Project, Qatar Rail, the Qatar Fertilizer Company (QAFCO), Q-Chem, Qatar Steel Company, Qatar Petroleum, Qatar Gas, Qatari Diar, Qatar Foundation, etc. Government agencies may include the Qatar Central Planning Office for all major infrastructure projects, the Ministry of Culture, Arts, and Heritage, the Ministry of Commerce and Industry, the Ministry of Education and Higher Education, the Ministry of the Environment, the Ministry of Interior, the National Tourism Council (NTC), the Ministry of Municipality and Environment, the Ministry of Public Health, the Qatar Museum Authority, the SIDRA Foundation, KATARA Hospitality and so on.
