How to open a new travel or cargo agency in Qatar
In order to acquire the necessary approval, business entities must submit a request to the Civil Aviation Authority (CAA) should they wish to open a new travel or cargo agency. Address the application to the CAA Chairman, and submit the following documents with comprehensive information:
- Copy of commercial registration
- Copy of commercial license of the business
- Copy of the ID of the business owner
- Copy of the office’s lease contract
- An open-ended bank guarantee with the amount of QR200,000 for Travel Agency or with the amount of QR100,000 for Air Cargo Agency
- List of employees
- Technical design of the office (this should be approved by a licensed engineering office)
After submission, businesses must pay the fees necessary for the request.
When opening a new branch, it is important to receive prior approval from the CAA. This is a requirement for opening new branches or for relocating a currently existing office. Moreover, business entities must submit a copy of the new commercial registration as well as the commercial license of the new branch.
Once the CAA approves, a no objection letter addressed to the Ministry of Economy and Commerce (MEC) will be provided. Take note that the new branch will bear the same number of the original license of the business.
If everything goes smoothly, the new agency shall operate within three months once the initial approval letter has been issued. This initial approval will be provided by the CAA addressed to the Commercial Affairs Department at the MEC.
After all submissions at the Ministry of Commerce & Industry (MOCI single window), a QCAA Inspector shall conduct an inspection of the site. Businesses should also submit their insurance policy against accidents that will cover the office as well as the warehouse. This is applicable for Air Cargo Agencies.
After the permanent license is issued, the business can now conduct regular day-to-day activities. Keep in mind that the office license is required to be renewed every year at the specified date with specific renewal fees. Businesses will also need to acquire pre-approvals should they decide to change the manager or add a partner.
