How to Issue ‘To Whom It May Concern’ Certificate for Qatari Companies and Request Company Shareholders Change

Non-taxable Qatari companies have the option to submit requests to issue “To Whom It May Concern” certificate to the General Tax Authority. This can be easily done online via the General Tax Authority. Login and choose “e-Services”. Afterward, simply select “e-Forms” from the “Actions” list.

This should take you to the page where you can select “To Whom It May Concern for Qatari Companies Application Form”. Choose “Submit To Whom It May Concern for Qatari Companies Application Form” and input all of the relevant information accordingly.

When prompted, kindly attach a copy of your commercial registration as well as your tax card. Include the cell phone number and copy of recent budget if you have them.

You may also submit a request for changing the stakes of your shareholders. This request should be submitted to the General Tax Authority whether you wish to amend existing shareholders or you wish to add new ones.

Simply login to the General Tax Authority Portal and choose “e-Services”. Select “e-Forms” from the “Actions” list and choose “Company’s Shareholders Application Form”. Click on “Submit Company’s Shareholders Application Form” and enter all of the required data that is requested from you.

For more details, you may attach a copy of your commercial registration, a copy of your Bill of Sale, a copy of your previous budget receipt, the contract from a charted accountant, and a copy of your tax card. You will also be asked to attach a copy of foreign partner undertaking letter (the buyer), if applicable.
