How to apply for import authorization of radio and telecom terminal equipment in Qatar

In order for companies to import RTTE for their own use—which means that the radio and telecom terminal equipment will not be used for marketing or commercial purposes—licensed operators, international or local manufacturers, local dealers, or authorized importers must apply for type approval. If the equipment is found to duly comply with the standards that are recognized by the Communication Regulatory Authority (CRA), a type approval certificate will be granted accordingly.

For end-users or companies, applications may be submitted to the CRA via logging in through Tawtheeq account using a smart card. You should enter the basic information about the establishment, which includes commercial licenses for an existing company or the commercial registration (CR) number. Be sure to indicate the certain activities that will be added, as well as the applicant’s contact details and necessary attachments, if any.

For a new company, you may not have a commercial registration or a commercial permit as of yet. You should be able to provide a company name reservation letter from the Ministry of Commerce and Industry (MOCI), as well as a copy of the Articles of Association authenticated by the Ministry of Justice.

New branches that exist under a main company (with a smart card that has been activated) may submit a valid commercial registration and commercial permit for the main company. The main company, in turn, should submit a valid commercial registration and commercial permit as well. All of these documents and the application process will be reviewed by the CRA staff. Should any observations arise, the CRA staff will advise the customer accordingly. An application number will be given to the customer after an initial check to make sure that the information on the application is complete and correct.

Once the license is approved, it should be sent to the Spectrum Management Department in CRA for signing and stamping. The permit has a validity of three years.

In case the equipment already has evidence from National Regulatory Authorities or Conformity Assessment Bodies recognized by CRA, the Simplified Type Approval may be used. Otherwise, Standard Type Approval using the Simplified/Standard Type approval application must be used.

Supporting documentation includes a signed and stamped Certificate of Compliance. This should certify that the device has been approved by a Conformity Assessment Body or a National Regulatory Authority. You may also submit a Technical Construction File that contains detailed information on Test Reports, Technical/Operational documentation, Declaration of Conformity, and so on.
